1. MINUTES of a regular Board of Supervisors meeting held on October 12, 2010 – approved 5-0 2. CORRESPONDENCE: October 15 – 21, 2010, approved as processed, 5-0 3. MINUTE ORDER appointing applicants to the Prevent Child Abuse Council Calaveras – approved, as amended, 5-0 4. RESOLUTION authorizing the Certified Unified Program Agency to submit a Grant Application to Cal/EPA for implementation of the California Environmental Reporting Systems (CERS) Program; Environmental Management Agency – approved 5-0 5. MINUTE ORDER upholding Code Compliance Administrative Citation 10-19 regarding Stewart Anderson, authorizing abatement of all remaining code violations, and the assessment of a lien on the subject property for the recovery of Administrative Costs, Administrative Fines, and Abatement Costs; Code Compliance – approved 5-0 6. MINUTE ORDER upholding Code Compliance Administrative Citation 10-20 regarding Cyrus Metzger, authorizing abatement of all remaining code violations, and the assessment of a lien on the subject property for the recovery of administrative Costs, Administrative Fines, and Abatement Costs; Code Compliance – approved 5-0 7. RESOLUTION supporting the California Emerging Technology Fund’s “Get Connected!” campaign; Technology Services – approved 5-0 11. RESOLUTION approving the Calaveras County Sheriff’s Office to accept a one-time augmentation of $6,002.05 from the California Department of Boating and Waterways to be used for overtime within the Marine Safety Unit Budget;- approved 5-0 12. MINUTE ORDER approving Corrected Quit Claim Deed and Termination of Right of Reversion, Amended and Restated Memorandum of Exchange Agreement and Amendment to Termination of Equity Interest Agreement in connection with property transfer to the Administrative Office of the Courts for courthouse construction; approved 5-0
REGULAR AGENDA 13. PUBLIC COMMENTS: Kelly Fraguero, representing the Resource Connection, thanked the Board for approving her appointment as an alternate to the Prevent Child Abuse Council. Robin Davis, Program Coordinator/First 5 Calaveras/Prevent Child Abuse Council Calaveras, submitted their 2009-2010 Community Report; gave an overview of the program and thanked the generosity of all the donors to the Children’s Trust Fund. Fabien Hagnere, Copperopolis, referred to the case load of Code Compliance citations and questioned why only 4 are being addressed today. Terry Baker, Rail Road Flat, referenced his attendance at an Ag Dispute Resolution Committee meeting and requested to be notified of all future meetings. Bonnie Newman, Double Springs, spoke of her attendance at a California In Home Support Services Consumer Alliance Conference; spoke of the separation of welfare departments and the IHSS and Public Authority. Darryl Rusk, Burson, referred to the taking of political signs on owner approved private property. Clyde Clapp, Valley Springs, spoke of the time allotment for public comments. Tanya Dausend, Burson, suggested that correspondence that might be acted upon be included in Board packets. Rosemary Wilson, Mokelumne Hill, asked if e-mail is included on the Board correspondence list; asked for the legal definition of correspondence. 14. Discussion and possible action re: MINUTE ORDER approving a new three year agreement for Special Services Contract between Calaveras County and City of Angels Camp; - approved 5-0 15 Review of correspondence, reports and various matters of concern. Supervisor Tofanelli announced a November 30, 2010 Community Blood Drive in Valley Springs; on Friday will attend the American Legion Thanksgiving Dinner. Supervisor Thomas will attend the American Legion Dinner; referenced a letter from Eugene Deaver/Mother Lode Engineering, regarding 40 acre parcel maps; voiced concern of to-do lists. Supervisor Wilensky this afternoon will attend a Mental Health Advisory Board meeting. tomorrow a Mother Lode Job Training Board meeting in Sonora; an all day forest gathering session to discuss developing a new approach to managing federal and public lands in California; Friday morning, a 1st 5 California Commission meeting followed by a Steering Committee meeting that afternoon; Saturday, a meeting in Wilseyville; and Monday, will attend a conference in Nevada County on mining; referenced a Calaveras/Mariposa Community Action Agency meeting last Friday in Mariposa and discussion recommending changes to the Joint Powers Agreement to define scope of language to be consistent with legislation and to include the absence of insurance for Board Members and Commissioners; announced that Mary Sawicki/CalWorks, was voted as the Executive Officer of the Calaveras/Mariposa CAA. Supervisor Tryon had nothing to bring before the Board at this time. Chair Callaway, this week, will attend an Ebbetts Pass Property Owners Association meeting, a Child Support meeting; an Area 12 Agency on Aging meeting; the John Brophy retirement function; and a Greater Arnold Business Association meeting. Jeanne Boyce, CAO,
announced a General Plan study session next week. Counsel Jones had nothing to bring before the Board at this time. 16. A CLOSED SESSION was held: Public employee discipline/dismissal/release; pursuant to Government Code section 54957; Human Resources/Risk Management – resulting in nothing to report
