COUNTY OF CALAVERAS, STATE OF CALIFORNIA
HELD ON APRIL 1, 2008


PRESENT: Steve Wilensky, Chair; Russ Thomas, Vice-Chair; Bill Claudino, Merita Callaway and Thomas Tryon, Supervisors; David Sirias, County Counsel; Robert Lawton, County Administrative Officer; and Madaline Krska, Deputy Clerk

C O N S E N T A G E N D A


1.MINUTES of a regular Board of Supervisors meeting held on March 18, 2008 - Board action: approved 5-0
2.CORRESPONDENCE: March 14-20, 2008, - Board action: approved 5-0
3.RESOLUTION amending the 2007/2008 budget for the Department of Agriculture along with a BUDGET TRANSFER in conjunction therewith (requires 4/5 vote); Environmental Management Agency/Department of Agriculture - Board action: approved 5-0
4.RESOLUTION to appoint Bruce R. Child, Jr. as Calaveras County Surveyor retroactive to September 27, 2004; Public Works - Board Action: approved 5-0
5.RESOLUTION authorizing Board Chair to sign Standard Agreement 07-0705 between the County and CDFA/Skeletonweed and approving a BUDGET TRANSFER (requires 4/5 vote) adjusting the fiscal year 2007/2008 budget for the Department of Agriculture; Environmental Management Agency/Department of Agriculture - Board action: approved 5-0
6.MINUTE ORDER to approve 1) a contract with VESTRA to amend existing scope of services by $7,824 and extend the contract date until June, 2008 for technical development and editing of GIS layers in conjunction with the UPLAN project; 2) a new contract with VESTRA to provide GIS data development in conjunction with UPLAN modeling for the general plan update, in the amount of $15,600; and 3) a BUDGET TRANSFER, in the amount of $23,424 (requires 4/5 vote) to increase revenues and expenditures for the project; Community Development Agency - Board action: approved 5-0
7.RESOLUTION approving the purchase of an air conditioner for the data server room located at the Calaveras Works and Human Services Agency, in the amount of $11,130.00, to be funded by the Calaveras Works and Human Services Agency, along with a BUDGET TRANSFER in conjunction therewith; CalWORKs - Board action: approved 5-0
8.RESOLUTION accepting as complete all road improvements and authorizing release of security for Unit 1, Gold Strike Heights, Amended TSTM 91-524; Public Works - Board Action: approved 5-0











9.Resolutions (2) as follows: RESOLUTION authorizing the Chief Information Officer to purchase a replacement network printer for the Assessor's Office with Teeter Funds; along with a BUDGET TRANSFER, in conjunction therewith (requires 4/5 vote); and 2) RESOLUTION authorizing the Chief Information Officer to purchase a replacement network printer for the Tax Collector's Office, out of the Tax Collector's cost designated fund; along with a BUDGET TRANSFER, in conjunction therewith; Technology Services - Board action: approved 5-0
R E G U L A R A G E N D A
10.PUBLIC COMMENTS: Marian Coahran, volunteer Calaveras Youth Mentoring Program, spoke to remind the public that the Calaveras Follies, a fund raising show is in eleven days. Ticket purchases are encouraged. This variety show encompasses many people from all aspects of the community dressed, in costumes performing in this unique venue. Participation of elected officials is encouraged for this annual event. Ms. Coahran’s goal is to have all five Board members staring in the Follies in the future.
Ms. Coahran encouraged the public to call and make reservations for this worthwhile community function. The web-site for further information is www.calaverasfollies.com.
11.Discussion and possible action re: RESOLUTION proclaiming the month of April "Parkinson's Awareness Month"; Health Services Agency - Board action: approved 5-0
12.Discussion and possible action re: RESOLUTION authorizing changes to the position control list for the Probation Department, for fiscal year 2007/2008; Human Resources - Board action: approved 5-0
13.Discussion and possible action re: RESOLUTION approving the County's Juvenile Justice Development Plan and allow the Chief Probation Officer to sign the Youthful Offender Block Grant (YOBG) application; Probation - Board action: approved 5-0
14.Discussion and possible action re: MINUTE ORDER adding additional priority programs for the County's Federal Advocacy program/agenda for calendar year 2008 and Federal FY 2009; Community Development Agency - Board action: approved 5-0
15.Discussion and possible action re: adoption of an ORDINANCE amending Calaveras County Code section 2.36, Department of Public Works, abolishing the office of the County Road Commissioner and assigning those functions to the Director of Transportation and Public Works; Public Works - Board action: approved 5-0




16.Discussion and possible action re: MINUTE ORDER authorizing Board Chair to sign a letter opposing the proposed 10% reduction in State General Fund Contribution to Multi-County EMS Agencies and requesting increases in current State funding for that purpose; Administration - Board action: approved 5-0
17. Review of correspondence, reports and various matters of concern.
a) Supervisor Callaway, on Wednesday, will attend a COG meeting; Thursday will attend an Area 12 Agency on Aging and a Solid Waste presentation;
b) Supervisor Thomas, on Wednesday morning, will attend the first of nine monthly classes for Leadership Calaveras; Supervisor Thomas informed the Board of an important meeting that he is unable to attend but may be something worthwhile for other Board members to attend. The meeting there will be discussion regarding the sources of construction aggregate for future state needs for infrastructure.
c) Supervisor Tryon, on Wednesday, will attend a COG meeting;
d) Supervisor Claudino had nothing to report;
e) Chair Wilensky, this afternoon will attend a Behavioral Health meeting; tonight will attend an event for the West Point Scholarship Association; Wednesday thru Friday is scheduled to be in Washington DC with CAO Lawton and Under Sheriff Walker; last Friday and Saturday attended a behavioral health training session. Discussion was held giving information for nearby counties to pursue having a mental health court, which is similar to drug court procedures; Wilensky reported on a successful fundraiser this past Saturday to support West Point Fire District;
f) CAO Lawton Wednesday thru Friday is scheduled to be in Washington DC with Chair Wilensky and Under Sheriff Walker to meet with legislative representatives and/or their staffs;
g) Counsel Sirias had nothing to report.
18.CLOSED SESSION: pursuant to Government Code section 54956.9(b)(1); conference with legal counsel; anticipated litigation - significant exposure to litigation (one case); County Counsel; Board action: no action taken
19. CLOSED SESSION : Public employee discipline/dismissal/release; pursuant to Government Code section 54957; Human Resources - Board action: no action taken






20.CLOSED SESSION: CONFERENCE WITH REAL PROPERTY NEGOTIATORS: PURSUANT TO GOVERNMENT CODE SECTION 54956.8; Property APN's as follows: 44-011-049 and 44-011-052; Agency negotiator; Brent Harrington or alternate to be determined; Negotiation Party: Ryan Voorhees; Under negotiation: instruction to negotiator regarding potential purchase, price, financing options; County Counsel/Administration - Board action: no action taken
