Governor Brown Declares State of Emergency for Northern California Wildfires

Sacramento, CA...Governor Edmund G. Brown Jr. issued an emergency proclamation for the state of California due to the effects of wildfires in El Dorado, Amador, Butte, Humboldt, Lassen, Madera, Mariposa, Mendocino, Modoc, Shasta and Siskiyou counties that have burned thousands of acres, destroyed homes and other structures and damaged critical infrastructure. County Reaffirms Support For Wild & Scenic Mokelumne River

San Andreas, CA....Playing to a standing room only crowd (At least at the start of the meeting) the Calaveras County Board of Supervisors Voted 4-1 to reaffirm support for a Wild & Scenic Designation for the Mokelumne River. Many, many community members, elected officials, business groups, conservation groups and more weighed in on the topic. Supervisor Edson was the lone vote on the board in opposition. All of the items on the consent agenda passed and the agenda is enclosed again as a reference...

BOE Adopts Regulation to Implement Partial Tax Exemption for Manufacturing and R&D Equipment

Sacramento, Ca – The California State Board of Equalization (BOE) adopted a regulation to implement the Manufacturing and Research & Development Equipment Partial Sales and Use Tax Exemption during a public hearing on July 17, 2014. The regulation applies to equipment used primarily in manufacturing or research and development. This is part of the Governor’s Economic Development Initiative which provides tax exemptions and credits to qualified businesses to promote business expansion and job growth in California. Prior Board votes on this topic initiated the rulemaking process, and further clarified the Board’s view of the types of businesses and purchases that qualify for the exemption which took effect on July 1, 2014. The Board also adopted the assessment rolls for private rail cars and publicly owned private utilities, and heard a report on the Private Railroad Car Tax Rate that will be used to assess property taxes on private rail cars during the 2014-15 fiscal year.

Autozone Project Moves Forward In Valley Springs

San Andreas, CA....In circumstances that were a bit complex the Calaveras County Board of Supervisors allowed the Autozone Project to move to the next phase with a 4-1 vote with Callaway voting against. There are existing approvals and entitlements on the 30 plus acre parcel that the property owner did not want to open back up to environmental and other reviews. The Autozone project adds an additional layer, in essence and is proposed to be built south of Senders on Hwy 26. Caltrans, MyValleySprings.com, were the voices of opposition with Supervisor Edson the most vocal and eloquent voice for approval. Caltrans objected on grounds that in approving the county would not be following proper planning procedures. Supervisor Edson countered with a suggestion that that this portion of Hwy 26 become a county maintained road and remove Caltrans from the equation...
