Recent Firing of CCWD GM David Andres Was a Huge Mistake ~Editorial by CCWD Director Jeff Davidson

San Andreas, CA...The recent firing of CCWD GM David Andres was indeed a huge mistake by the three directors who voted yes. It was a mistake for several reasons and I, like director Underhill want rate and tax payers to know what it cost and how it happened. Dave Andres was told he would be fired before either myself or director Underhill knew it was being discussed. CCWD like any other Special District is bound by law to conduct its self in accordance with the Ralph M Brown Act. The Open Meeting Laws were clearly broken here...


A serial meeting was held to determine to oust Mr. Andres. Sadly this has become all too familiar where director’s who are only supposed to direct staff as a group of three or more in an open meeting, are now parked out at CCWD headquarters for several days a week taking staff time at great cost micro managing.

I have asked for a detailed cost breakdown for the firing of Andres. I’m concerned the total is being held back until after the upcoming election. I believe the total cost could exceed $200,000 of tax payers and rate payer money in legal fees, severance and the golden parachute payout. Also, director Underhill and I have sent a letter and met with Calaveras County DA Jeff Tuttle to look into the matter of the Brown Act Violation.

It may come as no surprise. I have had run in’s with director’s Rich and Dean. The two, in my mind have taken CCWD back to the mess it was when I started ten years ago. We now have directors who bill the public to attend chamber mixers, golf tournament dinners, and ribbon cuttings. We are now forced to begin another costly search for a GM. We are now involved in costly litigation for personnel matters and local water rights that should have been negotiated. CCWD is not operating in the open which is the worst offence of all. The public deserves CCWD to operate in the open.

Times are very tough for us all right now CCWD was running well over the last few years and our staff made great progress in repairing infrastructure and planning for our future. We still have many needs. We can’t afford any more 1.5 million investment losses. We can’t afford three hundred thousand dollar GM changes. Additionally we shouldn’t be paying directors to socialize. We should not have fired Dave Andres just because he wouldn’t go along with one or two lone directors and the “new direction” they wish to go.
