Calaveras County Water District to Receive $4.42 Million....Community Support Brings State Funds to Expand Douglas Flat/Vallecito Wastewater Treatment Plant

San Andreas, CA – Calaveras County Water District (CCWD) successfully obtained $4.42 Million in State grant funds to expand and upgrade its Douglas Flat/Vallecito Wastewater Treatment Plant. Thanks to the support of residents from the community, the State Water Resources Control Board (SWRCB) determined that CCWD was eligible for a full grant funding of the project.....


When CCWD applied for American Recovery and Reinvestment Act funds administered by SWRCB, the District was told that the Douglas Flat/Vallecito community did not meet the eligibility requirements for a full grant under disadvantaged community classification (DAC). District officials worked quickly to demonstrate that the community in fact met the DAC requirements by conducting an independent household income survey and asking the residents to respond. The information gathered proved that the community qualified for DAC funding.

“This is a great example of what we can do when the District and community work together to bring outside resources to help our county,” stated Board President Jeff Davidson. “We thank the residents of Douglas Flat/Vallecito for coming through for us. We are also excited about using local contractors so we can reinvest in our community.”
The project will allow the District to use many of the local and nearby businesses, bringing a boost into the region’s economy and consistent with the commitment by CCWD Board to promote local investment.

“As an agency serving the public, it’s great when our projects have an added benefit of helping our local economy and providing much needed work,” said Director Dennis Dooley who represents the area.

Director Bob Dean, who also represents a portion of Douglas Flat/Vallecito added, “We can now lift the existing moratorium in the community, allowing many of the homes to connect to our system and in-fill development to take place.”

The current wastewater treatment plant had reached its capacity and is in need of upgrades to meet increasing regulatory requirements. If the District was unsuccessful in acquiring the grant, ratepayers would have had to shoulder the cost of improvements that are required by State regulatory agencies or pay hefty fines for non-compliance.

As part of the expansion and upgrade, the plant would treat waste to tertiary level (Title 22), which is approved for irrigation and other non-potable uses. This would allow for additional water to be available along the Highway 4 corridor, and the District officials plan to coordinate with utility providers in the area.

Calaveras County Water District is a public agency committed to meeting the diverse needs of the historical gold country that spans 1,100 square miles. CCWD is responsible for potable water delivery, wastewater collection, recycled water distribution, groundwater management and hydropower generation facilities in the county. Through responsible management and innovative planning, CCWD strives to protect the region’s rich resources and advance its mission to serve the public.
