There will be a meeting of the Calaveras County Board of Education on Monday, October 28, 2013. The regular meeting will begin at 4:30 p.m. and will be held in the Conference Room of the County Office of Education.

Any writings or documents that are public records and are provided to a majority of the County Board regarding an open session item on this agenda will be available for public inspection during normal business hours at the Calaveras County Office of Education located at 185 South Main Street, Angels Camp.

Requests for any disability-related modification or accommodation, including auxiliary aids or services in order to participate in the public meeting may be made by contacting the Office of the County Superintendent at (209) 736-6013at least two days prior to the scheduled meeting. Regular Board Meeting September 30, 2013

The Calaveras County Board of Education’s Regular Meeting was held on Monday, September 30, 2013 in the Calaveras County Office of Education Conference Room.

Members Present: President Marilyn Krause, Louis A. Boitano, Marti Crane, Steven E. Looper, Valerie Tudor

Members Absent: None

Staff Present: Kathy Northington, Claudia Davis, Kathryn Eustis, Scott Nanik, Lauren Robinson

Others Present: Bret Harte Academic Decathlon Coach Amy Avrit, and students from the Bret Harte AcaDec team

Open Session

Call to order and pledge of allegiance

The Regular Meeting was brought to order by President Krause at 4:30 p.m.

ROLL CALL

CONSENT AGENDA

3.1 Approval of Agenda

Motion by Steven Looper, seconded by Lou Boitano to approve the Consent Agenda as presented. Motion carried 5-0.

3.2 Approval of Minutes

Motion by Steven Looper, seconded by Lou Boitano to approve the August 26, 2013 Minutes. Motion carried 4-0-1. Valerie Tudor abstained from voting because she was not in attendance at the August 26, 2013 Board meeting.

PRESENTATIONS

4.1 Adult Education Diplomas

There were no diplomas presented.

4.2 Calaveras River Academy Diplomas

There were no diplomas presented.
4.3 Recognition of Bret Harte High School Academic Decathlon Team

Amy Avrit, Academic Decathlon coach for Bret Harte High School, along with her AcaDec students Jacob Lilly, Brandon Olson, Rose Wine, and Shane Zelmer were in attendance. Amy opened by saying that going to the State competition has generated more competition, and the ability to be more competitive. She explained that, because the State changed the way they awarded medals, her team did not come home with any medals. She is hoping the State will change things back to the way they were in previous years.

Amy Avrit thanked CCOE for always supporting Bret Harte financially. She said it takes a lot of pressure off the group from having to do a lot of fund raising. She continued by saying that Bret Harte pays for the lodging, and they have received donations from local businesses that have paid for the student’s food while at the event. Amy said that it speaks to our county as to what they are willing to support academically.

Students who attended with Amy addressed the Board and shared their learning experience from attending the State competition in Sacramento.

4.3.2 Colleen Dolan and Lauren Robinson, Friday Night Live (FNLM) Mentoring Program

Colleen Dolan was not in attendance due to being ill. Lauren Robinson, Coordinator of FNL Mentoring, introduced herself to the Board. Lauren explained the difference between FNL Mentoring and FNL. She explained that high school students from Calaveras and Bret Harte (10th-12th grades) mentor middle school students from Mark Twain Elementary, Avery Middle School and Toyon Middle School one day a week after school for two hours to build a relationship and to help them transition from middle school to high school. Lauren provided statistics on the positive effects of FNL Mentoring. Kathryn Eustis provided input on the program as well.

REPORTS AND INFORMATION

5.1 County Services

Scott Nanik stated that Calaveras River Academy and Oakendell School are on fall break, and is pleased that the first quarter went well. He continued by saying that the enrollment for CRA is in the 50s, and Oakendell’s attendance is at 15. Scott announced that Google programs have been implemented at Oakendell, and stated that it is going extremely well.

Scott announced that STEMi is off to a good start. He mentioned that John Kenney has been hired at CRA to teach science, and to help with STEM. Scott said that John did his first outreach by doing an after-school day at Mokelumne Hill Elementary; 22 students attended. Scott continued by saying they are doing after school with the middle school age group, and plans to attend every middle school age campus at least once in the county this year.

5.2 Special Education

Robin Searway was absent due to attending another meeting, but provided a handout in her absence.

5.3 & Curriculum and Instruction
5.4 Superintendent’s Report

Kathy Northington informed the Board that Calaveras county schools have the highest truancy rate in the state, and that is why she has been informing the community of the “Every Day Counts” campaign. As part of the “Every Day Counts” campaign, Kathy played the clip of the public service announcement that is running at the movie theater before the movie starts. She also played her announcement that was aired on a local radio station, and provided a poster that has been distributed to all the schools.

Kathy announced that, as of September 23rd, John Brophy is now Interim Superintendent at Vallecito Union School District. She continued by saying that a new superintendent has been hired and will be arriving around the first of November.

Kathy said that districts will have a staff development day on November 1st, with the exception of Bret Harte. She said that Bret Harte gave up their staff development days for furlough days in order to keep the student calendar at 180 days.

Marti Crane asked about ‘drop-out rates’ and Kathy said that our drop-out rates are really low at 1.8 percent.

CORRESPONDENCE

Steven Looper expressed his happiness on the forward progress to build the theatre at Calaveras High School.

The Board complimented Elizabeth Martin for doing an exceptional job on Calaveras River Academy’s newsletter – “The Paw Print.”

NEW BUSINESS

8.1 Resolution No. 13/14-05 Revised 2012-13 and Projected 2013-14 Appropriation Limit (Gann Limit)

Motion by Steven Looper, seconded by Valerie Tudor to adopt Resolution No. 13/14-05. Motion carried 5-0.

8.2 Resolution No. 13/14-06 Approve Child Care Salary Retention Contract Number CERT-3003 and Authorize Designated Personnel to Sign Contract Documents for Fiscal Year 2013-14

Motion by Lou Boitano, seconded by Steven Looper to adopt Resolution No. 13/14-06. Motion carried 5-0.

8.3 2012-13 Unaudited Actuals Report

Claudia Davis provided an overview of where CCOE ended the year for 2012/13. She explained that she reviews where we ended the year relative to year-end projections. She indicated that our reserves are still at 15 percent taking into account all the reserves that are available, which is for the designated economic uncertainty and undesignated uncertainty. Claudia stated that overall we are better off than we anticipated. Much discussion ensued.

Motion by Lou Boitano, seconded by Steven Looper to approve the Unaudited Actuals. Motion carried 5-0.

8.4 Disposal of Assets

Motion by Steven Looper, seconded by Lou Boitano to approve the Disposal of Assets. Motion carried 5-0.

8.5 Donations
8.5.1 Calaveras Youth Mentoring Program Contributions from Various Contributors, July 17 – August 16, 2013

8.5.2 Donation of clothing from Diane Lucido for Calaveras River Academy

Motion by Valerie Tudor, seconded by Marti Crane to accept the above donations. Motion carried 5-0.

8.6 Budget Journals and Report

Motion by Steven Looper, seconded by Valerie Tudor to approve the Budget Journals. Motion carried 5-0.

8.7 Temporary County Certificates

Motion by Lou Boitano, seconded by Marti Crane to approve the following Temporary County Certificates while applications are being processed by the Commission on Teacher Credentialing. Motion carried 5-0.

The report for the Education Protection Account was presented for information only. Claudia Davis explained that the Board adopted a resolution at a public meeting at the April Board meeting stating how CCOE would spend the funds. She announced that the funds were spent on instruction.

COMMENTS BY STAFF AND VISITORS

Scott Nanik announced that Natural High Day will be on Friday, October 25th from 9:00 a.m. – 12:00 p.m.

Scott announced that Calaveras River Academy and Mountain Oaks School passed their 5-year asbestos inspection with DTSCii without any problems.

COMMENTS BY BOARD MEMBERS

Valerie Tudor left at this time due to a prior commitment.
