Community Plans out of General Plan? ~MyValleySprings.com

Valley Springs, CA...Communities and the General Plan. At the General Plan meeting on January 28, it was suggested ALL Community and Special Plans may be LEFT OUT of the Calaveras County General Plan update—that those Plans could be addressed later, AFTER the General Plan is adopted. The reason given for removing community plans was to speed up the General Plan revision process, because it would be too “complex” to bring both existing and new community plans into legal and technical consistency with the new General Plan. But wait—aren’t our Calaveras communities the heart of Calaveras County? Aren’t Community Plans the building blocks for the General Plan? Aren’t already-adopted Community and Special Plans considered part of the General Plan by State law? Didn’t the County promise in 2007 to include community plans in the General Plan update?

Community and Special Plans should not be left out and put off until after the General Plan is revised. This is not sound and responsible planning. Removing Community plans from the General Plan would leave a weak and gutless document. There would be no clear direction given for developers from our unique communities. Read, “Community plans are of utmost importance” (Enterprise Opinion, Feb. 7).
  • General Plan Session On Video. MVS has just posted the General Plan Status Report part of the Jan. 28 Joint BOS /PC Meeting on our website, for ease of public viewing. The Interim Planning Director’s presentation includes a short history and analysis of Calaveras County’s General Plan Revision process since 2006; where we are today and why; and current challenges with personnel changes, the Circulation Element, and Community Plans.

Click here to watch the General Plan meeting video. The discussion of Community Plans and Special Plans--whether to keep and fix all 17 plans or take them all out—begins at 47 minutes in on the video.
