Social Security Halts Treasury Referals For Old Overpayments

Washington, DC....Statement of Carolyn W. Colvin, Acting Commissioner of Social Security April 14, 2014. “I have directed an immediate halt to further referrals under the Treasury Offset Program to recover debts owed to the agency that are 10 years old and older pending a thorough review of our responsibility and discretion under the current law to refer debt to the Treasury Department....



If any Social Security or Supplemental Security Income beneficiary believes they have been incorrectly assessed with an overpayment under this program, I encourage them to request an explanation or seek options to resolve the overpayment.”

The right thing but late

This is clearly the right thing to do, but it should not have taken a story in the Washington Post and a public outcry to make it happen. There must have been dozens of people (maybe hundreds) in the SS Administration who knew they were intercepting IRS refunds to children of deceased parents who had been overpaid in the 1950s and 1960s. Not only did the SSA not have adequate records of the debt, it was ridiculous to go after children when it was the parent who had been overpaid. How did no one flag that down as an unfair and stupid plan?
