Breaking News....The Mitch Dion Era Has Ended At CCWD

San Andreas, CA....Item number eight on the CCWD agenda today was a closed session performance review of now former CCWD General Manager Mitch Dion. Usually these are almost perfunctory and his removal is surprising in light of the fact that from the outside looking in he was highly regarded and has outwardly provided competent leadership....



General District Information

The District includes all of Calaveras County in the Central Sierra Nevada foothills in the northeastern portion of the State. The District boundaries encompass approximately 640,000 acres of land ranging from the San Joaquin Valley to the Sierra Nevada Mountains.

San Andreas, the County seat, is approximately 100 miles east of San Francisco and 60 miles southeast of Sacramento. The city of Angels Camp is the only incorporated community in the County. The population of the County as of January 2009 is estimated by the California Department of Finance, Demographic Research Unit, to be approximately 46,000, with most of the residents living within the various unincorporated communities.

The District currently provides water service to approximately 12,800 municipal and residential / commercial customers in four improvement districts located throughout the County. The District currently provides sewer service to approximately 4,500 customers in six improvement districts located throughout the County.
Governance and Management

The District is governed by a 5-member Board of Directors who are elected by qualified voters in the District to 4-year terms. Day to day management of the District is delegated to the General Manager and other staff of the District.

CCWD is a joke

Everytime there is any kind of news abut this agency we all get so fired up about what's going to happen with the rates. lets get REAL people, they're not going down but on the contrary they will rise.

What we miss out here is the bigger picture with these clowns that we elect and put in power to make decisions on our behalf as general public. These Board Of Directors (4 out of 5) are up for re-election this year and guess who's taking the fall for their political agendas this guy who tried to come in and point out things that were all jacked up and and pointed 'em out. Lets be honest nobody likes their faults pointed out to 'em especially in their house.

What about all the money that this guy will receive as his severance, the biggest cost that we as rate payers pay and nobody seems to hold anybody accountable for is every year they get the new GM in but the consultant firms that are hired to do so charge thousands.

All i am saying is the politics is ruining it even in this small rural community.

Grand Jury Needed

Dion refused to accepted the incompleted office building with leaking roof, rolling slab, misfitting doors, and walls with mildew in them. He took objection to the "New" Dougls Flat Sewer Treatment Plant which cannot comply with OSHA and even has the tanks failing. Some district "workers" were suppose to be doing construction work and he was not happy with their sloddy work. He had investigations going to show malfeasince by Stump and Davidson. He was cleaning up a bad organization and that was getting too hot for the Directors and key staff.
The good ole boy club preferred little Asian Women with no experience in the business to correct it. AND boy were they willing to spend our money on that fedish. A grand jury is the only way to get the whole story.

Corrupt

Calaveras Corrupt Water District has been corrupt since Don Clark left the Board in the early 80's. Look at the waste, they couldn't even take care of the old building. They don't care, it's not their money. Look at the salaries and pensions the employees get. The Pine Tree or some responsible news organization ought to look into the severance package the ex manager received. I'll bet it will make ratepayers ill.

    Dion's severance pay will be whatever it says in his contract. I'm much more interested in whether or not there is a requirement that he not speak publically about CCWD. I'd really like to have an insider's view of what the problems are. My water bill doesn't seem unreasonable to me, but water districts can get into big trouble if maintenance is not good and timely done. How is CCWD doing, Mitch?

      He seemed to be the one person there who actually offered some hope for the future of CCWD, as he was a reasonably competent administrator from what I could tell who inherited a real mess. The people who needed to be turfed out--and still need to be turfed out--were and are the directors!!

        The Board has a mess on their hands. They hired the last few managers. They do not like to be told they have made mistakes and have them shown to them. The fired manager put real data on a wall. He attempted to show where we are in real terms! Communication was his strong suit. Hiring many consultants his weakness. Not having the boards support in controlling the managment, the boards fault. They hired him and you would think they would support his back.
        Moving forward any Manager coming in needs the support of the board to get this organization in order.
        Perfect manager heck no! Better in some ways yes. Are we going to learn anything from the past probably not :(......

        Rates for a mountianous community are going to be much higher than flatlands. We have mountians to pump up against. it takes hourse power =money. We have fewer people paying for a lot more infrastructure.


        P.S. name calling, come on, we are adults?

          What I don't understand is even when we voted for president Obama ,"because we wanted CHANGE" we all said after 4 years...you cant fix stupid in one term. So we voted for him again. How has that worked out for us?
          Why then would we continue to hire and fire after 1 lousy year? all the wasted money on packages ,bonuses, severance and anything started, stopped again?
          there's something funny going on behind closed doors I believe.

      Trust me I know all too well that he violates hostile work environment laws along with far too many to list!! This is the best thing that can happen to your agency!! As for customers complaining about their bill.... Run for the board and then you will see what the true costs are. Water is still the cheapest utility

As someone who admittedly knows many of the people involved in this debacle, I am developing a suspicion that a few of these commentators are district employees, board members, and other people with specific agendas. Instead of trying to create shadows of public opinion, why don't we stand up for our own actions and start behaving ethically for once?

    It does not do any good to be just ethical. What about being ethical why actually taking care of business? Does no good to be ethical while sitting on you bottom blocking progress. Nor does it work to try to make progress by breaking all the rules of ethical conduct.
