Calaveras County Water District Terminates General Manager’s Contract

San Andreas, CA....During a closed session meeting scheduled to review Calaveras County Water District General Manager Mitchell Dion’s performance, the CCWD Board of Directors voted 4-1 to terminate the general manager’s contract without cause Wednesday, May 28, effective immediately. The board has not named an interim general manager at this time, however that decision is expected to be made within the next two weeks....





Upper management and department heads are performing the general manager’s duties until an interim is named, and services provided by the district will continue normally during this transition period.

      I am really questioning the ability of this current crop of directors to judge what type of person is best suited to run CCWD. I also wonder if the directors are wanting to manage the district from the board level. To see as many managers flow through the water district over the past twenty five years is deplorable and smacks of the directors lack of ability to follow their own mission statement. You can't hire good cooks unless you have been one, you can't hire good managers unless you have been one. Being a director is not difficult unless the directors are knuckling under to pressure from the rank and file to keep status quo. What a disgusting waste of our money to pay these exorbitant salaries and payrolls at a time when the job market is depressed. Mr Dion, you have the right tools to do this job, the money wasn't a problem if you delivered more stability and accountability to the ratepayers here in the county. Good luck in your future endeavors. Dennis

        Welcome to backwards Calaveras County where we elect Directors who have no particular experience or expertise but want to micro-manage the organization. They hire high paid outside administrators with high expectations when they should be focusing upon the tried and true CCWD staff that has the historical knowledge of managing the water district. The apparent failure of the many GMs should rest entirely on the Board of Directors.

    Dion grew up in foothills and even worked in Calaveras before. He was fired without cause, without due process or any other provisions we normally think about. That's a risky job that takes money to hire talent or experience. And takes more courage to tell politicians what they do not want to hear.
    We are missing the issues he was dealing with. What about the expensive building that Stump and Davidson drove on the district?
    Leaking roof, cracking floor, mold and siding issues, never accepted by Dion regardless of pressure by S & D.

    What about the "new" sewer treatment plant that is failing and cannot meet safety standards. They are covering up all the costs needed to fix it or shut it down before it kills someone.

    How about the $500k wasted to buy a park site in Valley Springs apparently to add value to Davidson's property? A supposed Sprayfield in a floodplain, miles from the source of water, good deal for someone.

    We heard many things about CCWD but what are the issues that matter. Holding employees accountable (and employees complaining about it to directors seems to come up often - it must not be tough for the Union to buy good politicians here). Rebuilding infrastructure with good engineers and inspectors. Holding directors accountable to the people not inflating their egos or trying to politically maneuver their own agenda by selling out the CCWD customers. Getting a good GM is not a task this board can do.

        I understand that Mitch was compensated far less than the previous GM and was not even the highest compensated employee of the district during the past year. If his salary is an issue, look to total compensation. See Stump in Enterprise, he wants to change directions 3 times in five years, just like he changes his story when confronted with facts. Look at his history with fire district, maybe he should have gone and saved us a $3 million dollar gift to his friend and boss. A new building with roof leaks and siding falling off, mold, slab breaking up? We own it and should be told why it was never accepted.

    What is important though, is that Directors provide oversight, and not try to run the nitty gritty. Thats what the Staff and the General Manager do.
