THIS MEETING WILL BE HELD IN THE BOARD OF SUPERVISORS CHAMBERS

Any item of interest to the public that is within the subject matter jurisdiction of the Board and is not posted on the Consent or Regular agendas may be addressed during the Public Comment period. California law prohibits the Board from taking action on any matter which is not posted on the agenda unless it is determined to be an emergency by the Board of Supervisors. If Public Comment is completed before the 30 minute allotted time period, the Board may immediately move to the Consent Agenda. If Public Comment is not completed during the allotted time period, it will be continued at the conclusion of the Regular Agenda in order to provide an opportunity for the remainder of comments to be heard.

CONSENT AGENDA
Consent agenda items are expected to be routine and non-controversial. They will be acted upon by the
Board at one time without discussion. Any board member, staff member or interested party may request
removal of an item from the consent agenda for discussion.

1. MINUTES of meeting held May 27, 2014; Board action:

2. ADMINISTRATION. Approve a budget adjustment for FY 2013/14 transferring
appropriations in the amount of $13,000.00 from the Technology Services Department to the
Mail/Postage Budget; Board action:

3. ADMINISTRATION. Adopt a Resolution designating Calaveras County Arts Council as the
official County Arts Agency and State-Local Partner to receive funds from State or Federal
grants; Board action:

4. COUNTY COUNSEL. Authorize Board Clerk to sign a Memorandum notifying Bret Harte
Union High School District, Calaveras County Board of Education and Calaveras Unified
School District that the County will not issue 2014-2015 Tax and Revenue Participation Note
(TRAN) borrowings on their behalf which authorizes the districts to issue the TRAN
borrowings on their own behalf as set forth in Government Code §53853; Board action:


5. HEALTH & HUMAN SERVICES. Adopt a Resolution approving fee increases for the
administration of pediatric and adult vaccinations provided by Public Health Services from
$17.00 per vaccine to $26.00 per vaccine beginning August 2014; Board action:

6. PUBLIC WORKS. Adopt a Resolution establishing the Fiscal Year 2014/2015 schedule of
fees for land classification for property related Solid Waste Parcel Fees; Board action:


7. PUBLIC WORKS. Adopt a Resolution authorizing execution of a Joint Powers Agreement
between the County of Calaveras and the County of Alpine to accept solid waste from
western Alpine County through Fiscal Year 2014/2015; Board action:

8. PUBLIC WORKS. Approve Blanket Purchase Orders for each of the following vendors: Holt
of California for an amount not to exceed $70,000; Interstate Truck Center for an amount not
to exceed $65,000; Wilson Way Tires for an amount not to exceed $50,000; and Calaveras
Auto Supply for an amount not to exceed $70,000 for Fiscal Year 2013/14; Board action:

9. AIR POLLUTION CONTROL DISTRICT. Resolution authorizing the Calaveras County Air
Pollution Control District to participate in the Carl Moyer Multidistrict Funds Timber Program
for Fiscal Years 2013/14 (Year 16) through 2018-19 (Year 21); Board action:


10. AIR POLLUTION CONTROL DISTRICT. Memorandum of Understanding (MOU) between
the Calaveras County Air Pollution Control District (APCD) and the Feather River Air Quality
Management District (AQMD) redirecting 2011/2012 Carl Moyer Year 14 funding to the
Feather River AQMD; Board action:

11. PUBLIC WORKS. Approve Resolutions requesting amendment of the Federal Functional
Classification System to classify State Route (SR) 49, SR4, SR12, and SR26 as principal
arterials and requesting the inclusion of these arterials in the National Highway System
(NHS); Board action:

12. ADMINISTRATION. Request to ratify agreements related to the County’s Deferred
Compensation Plan; and to adopt a Resolution establishing a Deferred Compensation Plan
Administrative Committee, appointing members to the Committee and delegating to the
Committee the duties and powers identified as belonging to the Administrator in the plan to
the Committee; Board action:

13. ADMINISTRATION. Appointment of applicants to serve on various Committees,
Commissions, Advisory Boards and County Service Areas; Board action:

14. PLANNING. Noticed Public Hearing pursuant to Government Code 65090, et seq., to adopt
a Resolution to approve the Addendum of June 10, 2014 to the Initial Study/ Mitigated
Negative Declaration and Mitigation Measures and Monitoring Program for the Calaveras
Criminal Justice Center and to certify that all Mitigation Measures for the Calaveras Criminal
Justice Center have been completed; Board action:

15. Board Member Announcements - In compliance with AB 1234, chaptered as Government
Code Section 53232.3 (b), this is the time for Board members to report on meetings
attended on behalf of the County and to carry out their duties as a County Supervisor.

16. 2:30 PM: FY 2014/15 Recommended Budget Hearings: Board discussion/possible action.
