My wife, Jo Ann and I raised two wonderful children in Calaveras County and have cared for and served our community in multiple organizations for nearly 35 years.

My wide range of life experiences will help guide me through the challenges of the position. A career in Hydro Electric Generation at PG&E, owning and managing Edtech, a successful technology business, and having served as a Fire Chief for Mountain Ranch and as Battalion Chief for Central Calaveras Fire Protection District has given me a unique skill set.

I have spent nearly 5 years as a Director of CCWD and find it rewarding creating the changes needed to continually enhance the service we provide to the ratepayers of Calaveras County. Five years ago I promised the voters four things. To work hard to protect our water rights, to develop regional approaches to difficult challenges, replace aging infrastructure, and provide value to our ratepayers. Even though I have made great strides in all of these areas I am convinced these are ongoing critical issues that need a bold, experienced individual, to successfully move us forward.

I take my position as Director very seriously. I easily spend more than 40 hours each week on water issues. I attend at least 20 meetings each month and have worked hard to develop the relationships that enable me to influence policy and decisions at the local, state and federal levels. I am proud of my work to support the Agriculture community in ways to develop water supplies.

As we enter a time of great change and challenges in Calaveras County, I look forward to being the catalyst that brings about positive outcomes and serving the citizens of CCWD District 3 with integrity and dedication.

I have focused on the pressing issues listed below these past five years.


Protect Water Rights

Calaveras County water rights have never been more at risk. A multitude of agencies are actively examining Calaveras County Water District’s water rights, trying to position themselves to calculate how they might claim them. The State of California is actively assessing and formulating plans and making determinations regarding their ideas of appropriate local water usage, regardless of our existing water rights or agreements. I have spent my tenure at CCWD creating strategic plans to ensure the State Water Resources Control Board’s actions are as fair and equitable as can be expected. My focus has been looking at every issue with a long term view. The future of Calaveras County is tied directly to future water availability.


Develop Regional Approaches

There is no single agency in Calaveras County with the financial resources, to create the needed changes and upgrades necessary to move us into the 21st. century. I continually work with multiple agencies in Calaveras County to help create a unified vision of our future and to take effective actions to achieve it. I am also the President of Mountain Counties Water Resources Association. This Association made up of 15 Mountain Counties and the Agencies within each County. During my two years as President my focus has been to create the catalyst for a strong recognition of the importance of our water stewardship. This recognition has been vital for us to influence decisions made in Sacramento.


Replace Aging Infrastructure

Most of the infrastructure to deliver water in Calaveras County is aging. There have been few plans dedicated for ongoing replacement. The State of California is continually creating new rules and regulations that mandate specific unfunded upgrades that agencies cannot plan for. CCWD has develop a cohesive plan to connect with our Federal, State and Local representatives to recognize and influence these rules and regulations prior to enactment. I have worked hard to collaborate with those representatives and I am proud to be a member of the CCWD Board that finally took the bold actions necessary to start the long road to our huge aging infrasture replacement. The plan financed by the 2014 rate increase ensures that the aging system will continually be replaced with those rate increase funds, $6.4 million dollars each year.



Provide Value to Customers

It is easier to provide good customer service when times are good, but times have changed. The employees at CCWD have been doing a great job, but we are going to have to find innovative ways to utilize our existing staff to accomplish more without creating stress and turnover. I view technology as a tool to multiply our CCWD employee effectiveness. I see a shift from simply trying to repair problems to the establishment of changes in the methods used in the past. These changes don’t occur in a short time period but rather are continually monitored and addressed. This comes from strong leadership with long term goals.
