CCWD Hires David P. Eggerton As New General Manager

San Andreas, CA...The Calaveras County Water District Board of Directors is pleased to announce that David P. Eggerton has been hired as the new general manager of the District. His first day on the job will be December 1. “I’ve known Dave professionally for two years, and he’s a stand-up guy,” said CCWD Board President Scott Ratterman. “Everything I’ve heard about him has been exemplary. He’s a very upbeat, positive and capable person. I think he will be an awesome fit for our District.” Selecting Eggerton from a group of more than 30 qualified candidates was no small task....



“Of those 30, nine were considered to be top-notch,” Ratterman said, adding the Board narrowed down the list to five candidates who were invited for interviews in person. “By the time we got to the interview process, two of our top candidates had taken other positions.”

Eggerton stood out from the rest during interviews, and the Board officially hired him with a 3-0-2 vote on Wednesday, November 12. Directors Don Stump and Jeff Davidson were absent from the meeting and did not vote.

Eggerton earned bachelor’s degrees in English and political science from the Texas A&M University in 1995 and proceeded to graduate first in his class at University of California, Davis, School of Law in 2000. His first job out of college was in corporate law for technology companies, but he soon focused on the water industry. In 2004, he took a position with the El Dorado County Irrigation District and worked as an associate legal counsel and a member of the executive management team. In 2011, the El Dorado County Water Agency hired him as its general manager, a position he held until being hired by CCWD. During his time in El Dorado County, he also served as the executive director of the El Dorado Water and Power Authority. Eggerton is married and has a son and two daughters. He is an avid outdoorsman, coaches youth sports, is involved with many nonprofit community groups and loves spending time with his family.

“I’m definitely excited and ready to go,” Eggerton said. “I bring a skill set that I think is a great match for the strengths the District has. “I have to work hard to earn trust and respect, and that’s what I’m going to do. I feel confident that I’m a good fit for the position.”
And Eggerton is no stranger to Calaveras County.

“I have a personal connection to Calaveras,” he said. “For some time now, I’ve camped at Big Trees with my family. Fishing in the Stanislaus River is one of my favorite spots. I really love the county.”

While some community members cautioned the Board to hold off on hiring a new general manager until after the elections were over, Ratterman emphasized the importance of moving forward without delay.

“These were excellent candidates, and we needed to make an offer before we lost any more of them to other positions,” he said, adding that waiting to hire a new GM until after the election could have delayed the process into the spring.

Another factor in the hiring process was a promise the Board made to Interim General Manager Larry Diamond, who has filled in for general managers a half-dozen times during his tenure at CCWD. Diamond’s usual position is Assistant to the General Manager for the District, but he also is performing the duties of Water Resources Program Manager.

“When Larry agreed to serve as IGM, we promised him that we would move forward with this quickly,” Ratterman said. “He was already doing two jobs and when we named him as IGM, he had to juggle three jobs.” Ratterman said Diamond has done a fantastic job during his time as IGM, but he was stretched very thin. There simply wasn’t enough staffing to complete a variety of important tasks.

“I very much appreciate the Board having moved this hiring process along in a timely manner,” Diamond said, “and I’m hopeful that with our new general manager in place we can get back to addressing some priority issues that have not been receiving adequate attention.”
Perhaps the most important reason that the Board moved forward with hiring a new GM was to ensure the District had the staffing levels and leadership it needs to function at peak efficiently and meet the challenges that lie ahead.

“Any delay in this hiring process would have been detrimental to the District and had serious consequences,” Ratterman said.
Eggerton said he was well aware that the Board that hired him was going to be different than the Board he would work for.
“I’m coming in with eyes wide open,” he said, adding he believes that his strong work ethic and leadership skills will soon earn him the confidence of all the Board members.

While Eggerton is eager to move the District forward in a positive direction, he emphasized that he won’t rush into anything.
“I am a firm believer in really learning and doing research before drawing conclusions,” Eggerton said, adding he looks forward to spending time with CCWD staff and customers throughout the District. “My first priority is to learn, and then I can make the best informed decisions.”
