Governor Brown Announces Appointments

Sacramento, CA...Governor Edmund G. Brown Jr. today announced the following appointments: Larry Flood, 62, of Washington, D.C., has been appointed director of financing at the California Housing Finance Agency. Flood has been a senior policy advisor at the U.S. Department of the Treasury since 2013. He was senior consultant to the multifamily chief credit officer at Freddie Mac from 2011 to 2013, senior consultant to the senior vice president of multifamily at Fannie Mae from 2009 to 2010 and managing director at M.R. Beal & Company’s Head of Housing Group from 2008 to 2009. Flood was director at RBC Capital Markets’ Housing Group and Head of Military Housing Privatization Group from 2006 to 2008, vice president at J.P. Morgan Securities’ Head of Housing Group from 2003 to 2006 and president at the Flood Company Inc. from 1996 to 2003. He was senior vice president at Lehman Brothers from 1983 to 1996 and assistant to the treasurer at the New York City Municipal Assistance Corporation from 1981 to 1982. Flood earned a Master of Business Administration degree in finance and economics from Columbia University. This position does not require Senate confirmation and the compensation is $175,008. Flood is a Democrat.





Timothy Hsu, 47, of Sacramento, has been appointed director of homeownership at the California Housing Finance Agency, where he has been director of financing since 2012 and has served in several positions since 2002, including financing risk manager and financing officer. Hsu was a vice president at Goldman Sachs & Co. from 2003 to 2004 and senior quantitative consultant at cfX Incorporated from 1995 to 2001. This position does not require Senate confirmation and the compensation is $203,520. Hsu is a Democrat.

Hildegarde Aguinaldo, 35, of Los Angeles, has been appointed to the California Community Colleges Board of Governors. Aguinaldo has been associate general counsel at United Healthcare since 2017. She was general counsel at the Santa Maria Group from 2016 to 2017 and an associate and clerk at Lewis Brisbois Bisgaard and Smith LLP from 2008 to 2016. Aguinaldo served as deputy of health and legal affairs in the Office of Los Angeles City Council member Richard Alarcon from 2007 to 2008. She is a member of the Los Angeles County Hospitals and Health Care Delivery Commission and was a member of the Northridge Hospital Medical Center Community Board from 2008 to 2014. Aguinaldo earned a Juris Doctor degree from Southwestern Law School and a Master of Public Health degree in health services organization from the University of California, Los Angeles. This position requires Senate confirmation and the compensation is $100 per diem. Aguinaldo is a Democrat.

Charles T. Nies, 53, of Merced, has been appointed to the California Student Aid Commission. Nies has served as vice chancellor of student affairs at the University of California, Merced since 2016, where he has held several positions since 2006, including interim vice chancellor, associate vice chancellor, dean of students and assistant vice chancellor. He held several positions at Miami University from 2000 to 2006, including assistant dean of the School of Interdisciplinary Studies, director of student life, adjunct faculty and leadership and organizational theory teacher. Nies is a member of the American Leadership Forum. He earned a Doctor of Philosophy degree in education administration and leadership and a Master of Education degree in counseling psychology from Washington State University. This position requires Senate confirmation and the compensation is a $100 per diem. Nies is a Democrat.
