The Ban Slam: State Numbers Reveal a Damaged Calaveras Economy ~ David Kevin Sweet and Prapanna Smith.

San Andreas, CA...What was the effect of three Supervisors exiling 1000 workers representing 16% of the Calaveras County workforce without even a plan to replace those jobs? Except for in touristdriven downtown Murphys, exiling those missing customers spelled R-E-C-E-S-S-I-O-N throughout the county. Data available from the California Department of Tax and Fee Administration (formerly, Board of Equalization) shows a drastic drop in sales tax allocations in Calaveras County immediately following the County ban on commercial Cannabis cultivation.




The figures below represent the quarterly sales tax figure for 2015 to the present, and displays
the percent change in each quarterly allocation over the same quarter in the previous year.
These figures provide a direct correlation to economic activity, and provide supporting data for
the University of the Pacific study that reported the local annual economic impact from Cannabis
cultivation to be about $350 million.


This CDFTA data clearly shows that when the Urgency Ordinance was in effect, Sales Tax
allocations rose in 2016, and reached stable, positive plateaus in 2017. But in 2018, with the
adoption and implementation of the ban, the bottom has fallen out. The first three quarters of
2018 all show declines, thus providing strong evidence the loss of 16% of the workforce pushed
the average Calaveras County non-cannabis retail business into a recession while consumer
spending continued to increase in United States.

Note that the 3rd quarter figure for 2018 is from data provided by the county because the CDTFA has not released
that number yet. When they do, we will update this sheet.

To access the reports click on year and then on each quarterly report. Search for Calaveras
(which is on pages 14-15 in all the quarterly reports for 2015-2017, and on pages 12-13 in the
2018 reports). Look for the figure for Adjusted Gross in each report.

            Just sit back and watch. El Dorado and Tuolumne Counties will be back backpedaling too.

            Until enormous bonds are required up front from each Marijuana drug business, insolvency and bankruptcy of the county will be the outcome. Enormous bonds are the only way to protect all taxpayers.

            The costs to the counties for extensive public administration and police is too great (remember the costs also include medical, retirement, etc. into the future for public employees.)

            Unless massive (military like) enforcement and air patrol are put in place statewide, the black market will continue to prevail to erode the county taxpayer funds into the red.

            No counties taxpayers, but especially small county taxpayers can, or be expected to fund this still playing out experiment that puts all taxpayers on the hook for costs eventually leading to insolvency and bankruptcy.

Then he just becomes insulting. Prapanna knows better. CAO Tim Lutz analyzed Prapanna's data and publicly stated it as flawed. As seen in the Calaveras Enterprise, Tim Lutz stated that the Ban did not in fact cause a "recession." So now Prapanna and David go ahead and publish the same stuff on Pinetree.net Why? Fire is good for the econmy it wasn't the pot farmers
They contributed some but the big bucks came from the cleanup crews, pg&e crews, tree guys who rented rooms and were paid good wages. Pot farmers are leaving people high and dry (no pun intended) walking away from payments they owe on property purchases or leases. They could give a crap about the poor fire victims who now have to foreclose on the property which is one more pain in the butt.

I don't think it takes a Dr to understand that more people around equals more tax money. In 2015 the grows were being put in, lots of grading, construction, water tanks, wells, pipe, construction, materials, etc. All the rehab from the Butte was going on, hotels, food, etc. It continued through 2017, and many more people were up here, as anyone who drove on our roads can attest. More people, more construction etc, more being taxed. Yup.
The ban comes along, lots of people leave and/or stop putting money towards their grows. I think the construction and build-up $$ was going to start waning anyway, ban or not, since most had basically finished that end of things and the Butte was wrapping up.
Anyway, less people, less construction, equals less money. Especially considering the years you are comparing to, IE the build-up from the fire and the grows and then ban and fire wrap-up. Yea, it looks bad. It is bad, less money sucks, everyone knows that.
The thing I think is being ignored by the grower side is the impact on the county from a, well, local stand-point. The shear number of grows, "legal" and illegal, was staggering in some north county locations. The fire was bad enough, but man, the grows... It changed things up there, and not for the better. Mr Smith had his grow in Hathaway, I understand. Right off the highway, I think? For him it was no problem, advocate for as many grows as possible, whatever, right? He wasn't surrounded, so what? Others who moved into the north had no ties or care for what was there before, they just exploited it to the max. Locals and old customs be dammed. Sure, there were plenty of nice enough people, but never-the-less, it is now way way different up here then it was just a few years back, especially once you get away from hwy 4.
Not many people, outside the growers themselves, think it was all that great to have the massive influx of grows. Even people who smoke. More money or not.

This is a sad situation where the percentage of growers who were bad apples was unacceptably high. Nobody knows the number for sure, but in an industry like mj production, it doesn't take but a small percentage of bad actors to rile up the neighbors.

Calaveras has done the proverbial cut off your nose to spite its face. All the bansters will own the closing of the small schools, the reduction of school budgets (including your holy sports budgets), the inability to repair roads and badly needed infrastructure and more. There is nothing down the road for Calaveras to lift us out of this. Bring on the comments of "we've always gotten by" but these are different times and doubtful many of you have provisions in the root cellar. Sadly, the Sheriff's Office will require more and more to stay on top of the illegal underground drug market and resulting crime, taking dollars away from other county budgets because the SO always gets what it needs.

    Stop it, ok? I’m a registered Democrat, I was born and raised in Calaveras County, and I ABSOLUTELY DO NOT SUPPORT THE PRODUCTION OF COMMERCIAL MARIJUANA IN OUR COUNTY. In good conscience, I had to vote for Michael Oliveira. I am a true progressive and environmentalist, and it is painfully obvious that commercial marijuana growth is as bad for workers as it is devastating for our land and water. I believe the future of Calaveras County is in tourism, not poorly paid weed jobs.

    I mean, really-who the hell wants to brag that their kid is a seasonal trimmer for some stinky pot farm in Mountain Ranch?! It’s a sh*t job, done by seasonal out of town circuit “agricultural workers” and it’ll still be a sh*t job if our own kids do it.

        Easily. There are jobs with the water district. There are jobs within the healthcare field here that require six months of training, but provide a great income. What about mechanic? What about the trades that get people to work in high-paying positions? When did you last go online and look at all the certificate programs at our Columbia College? These inexpensive programs offer paid internships, job placement, and more, that gets people into the door, out of the door, and working in great positions here in 6-12 months, not too long to improve one's life.

It's also not good to be around whatever crap they put on the product, whether they talk about being "organic" (no such classification) or not. A well paid trades job beats out a marijuana farm job on all counts.

      Stick to the issues. The Local Economy.

      There will be a middle ground found where farming will be regulated. Hopefully not over regulated and over taxed to that point where the farmers go underground and feed only the Black Market.
      The wine industry may be the model to follow.
