April 15 was voted as National Library Worker Day, It was also voted to proclaim April 21-25, 2008 as Calaveras Works and Human Services Agency (CWHSA) Support Staff Appreciation Week in Calaveras County. 7.PUBLIC COMMENTS: Rita Downs, Director Behavioral Health Department, thanked the library workers of the County. Ms. Downs related a close personal family experience where a library directly influenced a child’s life. This child was able to achieve incredible accomplishments despite extreme early adverse childhood conditions;
b) Scott Klann, Director, Calaveras Winegrape Alliance, spoke representing the Calaveras County Agriculture Coalition. The Coalition membership includes the following: Calaveras County Cattlemen’s Association, Calaveras Winegrape Alliance, Calaveras Grown and the Calaveras County Farm Bureau. The Coalition recommends that an Agricultural Element be added to the General Plan.
The value and contributions that agriculture holds for being the key to the County’s future was outlined. Agriculture operations and working landscapes are a major contributor to the economic engine of the County.
This results in the growth of tourism and provides open space, wildlife habitat, watershed protection, oak woodlands and recreational opportunities.
Klann concluded that the Coalition has commenced the process for drafting an agricultural element and are ready to work to place this in the County’s new General Plan. A signed copy of these statements, from the coalition, were submitted into the record.
c) Chair Wilensky referenced the Cancer Survivor Quilt behind the dias which features handprints of cancer survivors. The Relay for Life will be held April 26-27th at Bret Harte High School. The goals and accomplishments of the organization were outlined.

9.PUBLIC HEARING and possible Board action re: the following General Plan Amendment, Zoning Amendment, Tentative Subdivision Tract Map; Conditional Use Permit and Tentative Parcel Map; Community Development Agency - Board action: approved 5-0
a)2006-47 General Plan Amendment, Zoning Amendment, Tentative Subdivision Tract Map and Conditional Use Permit for Jack Kautz, (Murphy's Oaks). The applicant is requesting a General Plan Amendment to the Murphy's - Douglas Flat Community Plan to change the land use designation from Commercial to Single Family Residential for 14.44 (+ or -) acres. Concurrently requested a Zoning Amendment from C2 (General Commercial) to R1-10,000 (Single Family Residential - 10,000 square feet minimum parcel size) for 14.09 (+ or -) acres and PS (Public Service) for 0.35 (+ or -) of an acre. Additionally requested is approval to divide the site into forty-six (46) single family lots, and two (2) Public Service lots in a phased development. Also requested is a
Conditional Use Permit for a LPG Tank Farm for distribution of propane through gas mains located in the streets to individual lots. The subject property is located on west side of Bret Harte Drive at State Highway 4 in Murphy's. (APN 068-058-004 is a portion of the South 1/2 of Section 5, T3N, R14E, MDM). - Board action: approved 5-0
b)2006-129 GPA, ZA, and TPM for John and Maria Stoughton. The applicant is requesting a General Plan amendment from High Capacity Timberlands (20 acre minimum) to Residential Center (5 acre minimum), a Zoning amendment from RR-20 to RR-5, and to divide the 46.89 acres into
c)four 5 (+ or -) acre lots. The property is located at 479 Bald Mountain Road, West Point. (APN 08-28-28 a portion of the Southeast 1/4 of Section 2, T6N, R13E, MDM). - Board action: approved 5-0
10.Discussion and possible action re: RESOLUTION amending the FY 2007/2008 budget for the Department of Agriculture and authorizing the purchase of a capital asset (new vehicle) along with a BUDGET TRANSFER in conjunction therewith (requires 4/5 vote) Environmental Management Agency/Dept. of Agriculture - Board action: approved 5-0
11.Discussion and possible action re: Fiscal Year Ended June 30, 2007 Management Report, Single Audit, and Gann Limits Independent Accountant's Report; Auditor-Controller - Board action: informational only item
12.Review of correspondence, reports and various matters of concern. a) Supervisor Tryon had nothing to report.
b) Supervisor Thomas, on Wednesday, will attend the Mother Lode Job Connection meeting for Supervisor Wilensky; Thursday will attend the EMSOC meeting; Saturday will participate in the annual Lake Tulloch Cleanup.
c) Supervisor Callaway will attend the Calaveras Power Authority meeting; on Wednesday, will attend the Calaveras Humane Society function; on Thursday will attend the Calaveras Visitors Bureau event at the Robin’s Nest Bed and Breakfast Inn; Saturday, Lakhmir Grewal, Air Pollution Control Officer, will speak at the Blue Lake Homeowners Association meeting regarding no burn in the subdivision; Sunday will attend Earth Day at Utica Park in Angels Camp.
d) Supervisor Claudino on Wednesday will attend the Calaveras Humane Society function; on Thursday will attend the Calaveras Visitors Bureau event at the Robin’s Nest Bed and Breakfast Inn; on Saturday will attend a Jenny Lind Vets fundraising event for a new hall, a clean up day at South Shore Comanche, the Valley Springs Boosters Wine and Cheese event; On May 6th will not be in attendance at the Board of Supervisors meeting.
e) Chair Wilensky today, will attend the Calaveras Child Care Council meeting and in the evening will attend the West Point Planning/mapping; Sunday will attend Earth Day at Utica Park in Angels Camp.
f) CAO Lawton had nothing to report.
g) County Counsel Jones, on Saturday will assist at the Festival of Wine, a fundraiser for Mark Twain St. Joseph’s Hospital.
