Calaveras County Debt Advisory Committee Meeting January 30,10:00 am (Updated)

San Andreas, CA...The Calaveras County Administrative Office will hold a meeting of the County Debt Advisory Committee on January 30, 2020 in the Board Overflow Room in Building A of the Government Center.  The Purpose of the meeting is to examine financing options for the HVAC replacement project.  The HVAC replacement has been a priority of the Board as approved at meetings of the Board on April 10, 2018 and March 26, 2019.  On March 26, 2019, the Board of Supervisors created the Facilities Ad Hoc Committee to facilitate project delivery and prioritization of certain facility infrastructure projects as identified by the Board on April 10, 2018, including the HVAC replacement project.



On November 7, 2019, the Facilities Ad Hoc Committee heard a presentation regarding the HVAC feasibility study from the CAO, Manager of Facilities and Compass Energy Solutions, an Energy Services Company engaged to conduct a feasibility study for HVAC Replacement.  On November 7, 2019, the Facilities Ad Hoc Committee recommended moving the discussion of HVAC replacement to the full Board.  On December 17, 2019, the County Administrative Officer, along with Compass Energy Solutions, presented the HVAC feasibility study to the Board of Supervisors.  After hearing the presentation, the Board supported moving the project forward for consideration of financing options including engagement of the Calaveras County Debt Advisory Committee, a committee formed the County of Calaveras Public Finance Policies and Procedures adopted May 10, 2004 and revised February 14, 2007.

The Debt Advisory Committee will discuss the following items relating to the HVAC replacement project:


  1. Role of the Debt Advisory Committee – Public Finance Policies and Procedures (May 10, 2004, revised February 14, 2007)
  2. Facilities Ad Hoc Priorities
  3. HVAC Replacement Project – Board Presentation, December 17, 2019
  4. HVAC Building Replacement list
  5. Recommendation to the Board of Supervisors
  6. Next Steps

The County of Calaveras Debt Advisory Committee is a committee subject to the rules of the Brown Act.  Consistent with the Brown Act, the County Administrative Officer has posted the agenda at the Clerk of the Board’s Office, outside the County Administrative Office and the Board Overflow Room.  The agenda and supporting documents are available on the County Administrative Office webpage: https://administration.calaverasgov.us/caopublic-information.  The Debt Advisory Committee agenda and supporting documents may be obtained in person at the County Administrative Office.

What financing issue?

I thought that now the county is growing and dealing pot again we were going to be rolling in money.

Who is taking all the county's money?

    We, excuse me, our BOS a few years back approved of marijuana cultivation. Charged a lot of people a lot of money. Long story short, then they took their money after many people spent a fortune getting in compliance, some bought the property, RVs, and then the BOS said no more cultivation. By this time, they had people suing the county for cultivation, not letting the people voting on it, now for pulling the permits, and again for letting them grow again. Add in the fact the BOS are Democrat strong, and we all know two things, Democrats can't balance a checkbook and Democrats are corrupted so who knows, maybe one of them pilfered what money was left over from that bridge at White Pines?

Here's an idea - how about reducing county spending to what it was several years ago? No debt financing needed and money could actually be used for roads! Of course, that would mean the county would have to act like a government of 45,000 people instead of like LA, and there's no way they will do that when they can just squeeze more taxes out of us.
