Calaveras County Public Health Officer Clarifying "Stay-at-Home" Order Banning Recreational Stays at Lodging Facilities

San Andreas, CA..Calaveras County Public Health Officer Order Clarification of Governor's and State Health Officer's "Stay-at-Home" Order as Related to Lodging Facilities, March 26, 2020. WHEREAS, a state of emergency has been declared by the State of California, and local emergencies have been declared in Calaveras County in response to the virus COVID-19; and WHEREAS, in Calaveras County, as well as throughout California and the nation, there are insufficient quantities of critical healthcare infrastructure, including hospital beds, ventilators and workers, capable of adequately treating mass numbers of patients at a single time — should the virus spread unchecked; and





WHEREAS, in direct response to that lack of healthcare infrastructure, governments across the nation are taking actions to slow the spread of COVID-19 in order to "flatten the curve" of infection and reduce the numbers of individuals infected at any one time by minimizing situations where the virus can spread; and

WHEREAS, in furtherance of this effort, on March 19, 2020, Governor Newsom issued Executive Order N-33-20, requiring all persons residing in the State to remain in their homes or places of residence, except as needed to maintain the continuity of operations for critical infrastructure (the "Stay-at-Home Order"); and

WHEREAS, on March 20, 2020, the Governor issued additional guidance identifying "Essential Critical Infrastructure Workers" in order to effectuate the Stay-at-Home Order (the "Guidance"). This Guidance, which is attached hereto as an Exhibit and incorporated by this reference, identifies various industry sectors that are deemed essential to maintain the continuity of operations for critical infrastructure, and which thus, may continue to operate notwithstanding the Stay-at-Home Order; and

WHEREAS, the Guidance further lists specific jobs and functions within those critical infrastructure sectors that are deemed "necessary". This includes hotels and lodging activities related to isolating or quarantining persons infected with or exposed to the COVID-I9 virus, or housing workers performing jobs deemed essential to maintaining critical infrastructure; and

WHEREAS, the Calaveras County Health Officer wishes to provide clarity and guidance to businesses in the lodging sector of Calaveras County, regarding operations under the Governor's and State Health Officer's Stay-At-Home Order and therefore issues the following:

NOW, THEREFORE, the Calaveras County Health Officer clarifies the Governor's Stay-at-Home Order and orders as follows:

1. Short-term lodging facilities (including hotels, motels, condominiums, campgrounds or other units) which are used for COVID-19 mitigation and containment measures, including measures to protect homeless populations, may continue. operate for the limited purpose of providing such mitigation and containment measures (examples include: isolation and quarantine or the housing of displaced Poisons).

2. Short-term lodging facilities (including hotels, motels, condominiums, campgrounds or other units) which are used to house workers performing functions that are essential to maintain the continuity of operations for critical infrastructure, as listed in the attached Guidance, may continue to operate for the limited purpose of housing those critical infrastructure workers.

3. Short-term lodging facilities (including hotels, motels, condominiums, campgrounds or other units) may not continue to operate for any other purposes.

4. In the event of a question or uncertainty as to whether a particular short-term lodging use falls within the Governor's exemptions (i.e., whether it constitutes a mitigation or containment measure, or involves a ethical infrastructure worker), a written determination from the Calaveras County Health Officer, or the Calaveras County Director of Emergency Services that the use is authorized, or a directive from any of those entities to allow the use, shall be adequate to authorize such use. In the event it is not possible to obtain a determination in writing, such determination may be received orally and documented by the lodging provider (name of authorizing person, entity and date/time authorization made).

This order takes effect immediately. It shall remain in place until the Governor's March 20, 2020 Order is rescinded, unless it is extended, terminated or modified by the Health Officer in writing prior to than date.

    So what that they bring their "I'm better than you POS" their diseases, their garbage, their bad attitude, and yes, their virus that kills young and old alike, they bring money, we need to kiss their 6, be so pucker up those lips and let them know that they are better than you in every way. Let them come here, open your arms to these people who won't obey our governor or our President, or WHO telling everyone to quarantine themselves so as not to carry this virus to others. These tourist ARE SPECIAL!!! Just ask them yourself, and you better pull up a chair cause they will talk up a storm about how great they are.
    So please leave them be.

These orders from the Governor are beginning to be ridiculous and he can't enforce them because they are not laws. The California Legislature are the only ones that can write laws.

      Did the flu overload the hospitals like this virus is? People need to stop comparing this to the flu. It’s obviously more contagious and spreads faster. New York had to use refrigerated trucks to store dead bodies because there is no more room in the morgue. Pretty sure that didn’t happen with the “flu virus”.

    The Bay and City residents were ordered to shelter in place. Many ran out (as they did in Italy.) It should be pretty easy to see who they are and take action against them by the utility bills of their second homes.

          If you stop Homeowners with 2nd or otherwise property from coming up, then you've dropped your and your neighbors property value 50%, at least. You also cut taxes so the schools, hospitals, and other infrastructure their taxes now support so that your habitat would be reduced to "the good old days". I would also add, that that infrastructure is rarely used by those folks, especially the schools. Mainly they just spend money.

            We should not need the larger infrastructure you are talking about for second homes. We were fine before they came, we will fine without them and their services. Back to sensible basics. Many schools need to be closed. The educated are not producing because of personal responsibility when weighing finances of birth to college when reproducing. Those reproducing without financial means to care for offspring should be in cities where the free stuff is.

        There is absolutely not scientific evidence to suggest COVID-19 affects animals. The only danger is if an infected person puts their hands all over an animal and then others do the same immediately. If one practices good hygiene, this will not happen.

    Right...obviously you are not connected to the Go Calaveras or Murphys or Angels community. You have neighbors that have made it their life passion to grow the community -- and they are lifetime locals. The "part-timers" don't use your schools, or social services. But I bet most of them like the fact that their dollars help to increase community prosperity. And who gave you the right to play God? Go to the cities, there are not many citizen children. And of those that are, their parents provide food. I find that liberals in favor of opening our borders are the fist to build a fence and close their doors.

      Calaveras public health has issued an ordinance stopping motel, hotel, campgrounds along with Airbnb and VRBO short term rentals to prevent further coronavirus spread. Exceptions are those housing emergency and health care workers directly involved in fighting the pandemic.

Covid 19: LODGING

Death Rates for COVID-19 are higher then common flu so we just need to do are part to stop spread to quickly. We don't want to see statistics like Italy. Where the death rate is over 9% in this one statistical website I'm monitoring. I'm losing income too from loss of work, but if this virus gets out of hand were going to see grim results that's why-SHELTER IN PLACE. Medical workers in Spain are having to cut out garbage bags for PPE gear.
