Access Denied...Angels Camp Wants Caltrans To Make Changes~By John Hamilton

Angels Camp, CA...The Angels Camp City Council held a special meeting yesterday morning. The first item was to discuss a possible Community Development Block Grant Application for economic development. This item was pushed back a little to further refine their plans. The second item on the agenda ended up being the action item for the morning. The Council approved language in a letter to be sent to Caltrans Director Will Kempton. At issue is the parcels that Caltrans has landlocked at the corner of Hwys 49 & 4. Of primary concern is the large 7 acre parcel owned by Richard Wilmshurst where he had hoped to locate a new car dealership. This parcel is now completely landlocked. This according to the City Of Angels Camp violates the Angels Camp Bypass Community Impact Assessment Agreement dated June of 2000...


this agreement states "Where landlocked parcels would result from the proposed project new access will be provided." also from the letter "It is our understanding that the parcel located at the corner is a landlocked parcel with now access and therefore, in violation of the impact assessment requiring access be provided."

The Council is unanimous in their opinion that access needs to be restored. The position of the City of Angels Camp is that the city needs access to all four corners of this intersection for the future economic and development needs of the City.

It is hoped that the letter will start a dialogue to get the situation resolved...
