Reclamation Announces Initial 2014 Central Valley Project Water Supply Allocation

Sacramento, CA...The Bureau of Reclamation today announced the initial 2014 water supply allocation for Central Valley Project agricultural contractors, municipal and industrial contractors and federal refuges. The California Department of Water Resources reports that snowpack and precipitation in the Sierra Nevada are historically low and the snow-water content statewide stands at 29 percent of average for this time of year. The February Runoff Forecast by the California Department of Water Resources indicates a critical water year for both the Sacramento and San Joaquin valleys....

Water Crisis Results From Years Of Inaction Says Farm Bureau

Sacramento, CA....Today’s announcement by the federal Central Valley Project that it will deliver no water to most of its farm customers highlights the lack of investment California has made in new water supplies, according to the president of the California Farm Bureau Federation. CFBF President Paul Wenger said the state has failed to insulate itself from the effects of drought. “As the saying goes, you reap what you sow, and our state and federal governments have failed miserably at providing the resources and infrastructure to adapt to changing climatic conditions,” Wenger said...

New CalPERS Costs To Be Borne By Local Governments

Sacramento, CA...Earlier this week, the Board of Directors of the California Public Employees Retirement System (CalPERS) adopted new actuarial assumptions. These assumptions stem from recent staff reviews of the overall system and needs associated with providing benefits to its members. The adoption of these new assumptions will result in employer (local government members and the State of California) contribution rates increasing. The CalPERS Board of Directors also decided to implement a payment scheme to meet these obligations. Local governments will utilize the “20-5” option whereby the increased costs to local governments will be paid over 20 years with a five year ramp-up and a five year ramp-down. Two alternative options for local governments were considered – a “20-7” scheme or a “30-5” scheme – but neither of these options was adopted. In adopting the 20-5 scheme, payments by local government members will commence in the 2016-17 Fiscal Year. It should be noted that local governments do have the option to pay these new liabilities in advance to minimize finance costs....

CDCR Launches New Rehabilitative Services for Long-Term Offenders

Sacramento, CA...The California Department of Corrections and Rehabilitation (CDCR) is launching a pilot program offering targeted rehabilitative services to inmates serving long-term sentences. The Long-Term Offender Pilot Program (LTOPP) provides evidence-based programming during incarceration and services upon release to allow inmates an easier transition back into society. “Due to the length of incarceration, long-term offenders are often not prepared for the significant changes in technology and day-to-day living that have occurred since they were first incarcerated,” said Millicent Tidwell, CDCR Division of Rehabilitative Programs Director. “Giving these offenders the tools they need to be successful in their own rehabilitation both inside and outside prison is imperative.”

It may be used for detection of colon polyps in patients after an incomplete optical colonoscopy with adequate preparation and a complete evaluation of the colon was not technically possible. PillCam COLON received clearance under the direct de novo classification for devices with low to moderate risk that have no predicate on the market.
