Board Tackles Budget Issues

San Andreas, CA....Yesterday the Calaveras County Board of Supervisors received their mid year budget update. Needless to say they have quite a bit of digging to find revenue and savings to get things to balance out. Maintaining core and expected services while plugging and patching budget holes will be a reoccurring theme the next few months. Possible solutions suggested were a trip down paths that were not taken before or taken and proved less than rewarding the first or second time. The first place to look for savings will be the biggest, discretionary budget area which is staff. There seemed to be a consensus that a straight across the board budget cut may not be the best approach and some plan of induced retirements to coax the senior and more costly staffers to enter the next chapter of their lives is expected. Raising sales taxes, increasing the TOT tax and other approaches for increased revenue that have been rejected in the past will probably be freshened up and presented as 2014 solutions as well....

Taxpayers Promoting Constitution

Copperopolis, CA...The Calaveras County Taxpayers Association (CCTA) is launching an outreach effort to promote constitutional principles through distribution of a booklet, The US Constitution and Fascinating Facts About It, to public officials and other leaders in Calaveras County. The group's President, Al Segalla, said "The first batch of booklets will be presented to county supervisors at the board meeting on Tuesday, February 25. More copies will be presented to other officials, educators and leaders in the near future. A Constitution contest with prizes for students is being considered. CCTA previously sponsored a student contest for posters and essays and the proud winners were presented awards from Congressman, Tom McClintock."

New CalPERS Costs To Be Borne By Local Governments

Sacramento, CA...Earlier this week, the Board of Directors of the California Public Employees Retirement System (CalPERS) adopted new actuarial assumptions. These assumptions stem from recent staff reviews of the overall system and needs associated with providing benefits to its members. The adoption of these new assumptions will result in employer (local government members and the State of California) contribution rates increasing. The CalPERS Board of Directors also decided to implement a payment scheme to meet these obligations. Local governments will utilize the “20-5” option whereby the increased costs to local governments will be paid over 20 years with a five year ramp-up and a five year ramp-down. Two alternative options for local governments were considered – a “20-7” scheme or a “30-5” scheme – but neither of these options was adopted. In adopting the 20-5 scheme, payments by local government members will commence in the 2016-17 Fiscal Year. It should be noted that local governments do have the option to pay these new liabilities in advance to minimize finance costs....
